Not every law in the Quran is the same. Some are universal—meant for all people, in every place, for all time. Be just and never biased. Do not commit murder. Do not steal. You could drop these commands into any century and any country, and they would hold without a word of adjustment.
Others are particular. They are bound to a specific time, place, or people. The direction you turn to pray, certain dietary restrictions, the etiquette for visiting the prophet’s home or speaking with him. These are still God’s words, and you can still draw a lasting lesson from them, but the commands themselves were never addressed to all people at all times.
Why getting this wrong costs you
From this, there are typically two kinds of misunderstandings. In the first, you take a command that God tied to one moment in history, and you freeze it into an eternal law, binding on everyone forever. In the second, you take a command God meant for all time, and you wave it away thinking this was “just for back then.” Both errors come from the same blind spot: treating every law as though it is supposed to have the same reach.
The stakes are not academic. A great deal of what divides communities—what feels like timeless religion to one person and outdated custom to another—turns on this single question of reach. So it is worth learning to answer it carefully, using the Quran itself rather than inherited assumptions.
The Quran sorts its own laws
Here is the part that surprises people most, and it is the foundation for everything else: the Quran does not leave you to invent this distinction. It states, in its own words, that not all of its law is universal.
Start with the clearest verse. Speaking to the different communities who received revelation, the Quran says:
Then we revealed to you this scripture, truthfully, confirming previous scriptures, and superseding them. You shall rule among them in accordance with GOD’s revelations, and do not follow their wishes if they differ from the truth that came to you. For each of you, we have decreed laws and different rites ( shirʿah wa minhāj). Had GOD willed, He could have made you one congregation. But He thus puts you to the test through the revelations He has given each of you. You shall compete in righteousness. To GOD is your final destiny—all of you—then He will inform you of everything you had disputed. (5:48)
One God, one moral message—and yet unique laws and rites handed to different communities on purpose. The Quran says plainly that God could have made everyone follow an identical code and chose not to. That is the Quran stating that some laws are universal and shared by all while others are specific to a community.
However, underneath all people and all groups there is a common core religion ( din).
He decreed for you the same religion ( din) decreed for Noah, and what we inspired to you, and what we decreed for Abraham, Moses, and Jesus: “You shall uphold this one religion ( din), and do not divide it.” The idol worshipers will greatly resent what you invite them to do. GOD redeems to Himself whomever He wills; He guides to Himself only those who totally submit. (42:13)
So the picture has two layers. There is a trunk, the moral and spiritual truth every messenger carried, and there are branches, the specific rites and rules that varied from community to community.
Particular Laws
The Quran demonstrates that some of its laws are bound to specific time, place, or people. For example, certain food restrictions, for instance, were placed on the Children of Israel specifically, as a consequence of their own conduct:
Due to their transgressions, we prohibited for the Jews good foods that used to be lawful for them; also for consistently repelling from the path of GOD. (4:160)
Elsewhwere we are informed that the Jews also had additional dietary prohibitions beyond what is specified in the Quran.
For those who are Jewish we prohibited animals with undivided hoofs; and of the cattle and sheep we prohibited the fat, except that which is carried on their backs, or in the viscera, or mixed with bones. That was a retribution for their transgressions, and we are truthful. (6:146)
The Quran states that the Sabbath was only decreed for the ones who ended up disputing it (Jews and Christians) and not for the followers of the Quran.
16:124 The Sabbath was decreed only for those who ended up disputing it (Jews & Christians). Your Lord is the One who will judge them on the Day of Resurrection regarding their disputes.
Additionally, the Quran informs us that certain laws can be altered or changed by God’s decree for a people without contradiction to the core moral laws that are universal. For example, the Qiblah (direction of Salat) was temporarily altered during the prophet’s life before being reestablished toward the Sacred Masjid (Kaaba).
The fools among the people would say, “Why did they change the direction of their Qiblah?” Say, “To GOD belongs the east and the west; He guides whoever wills in a straight path.” We thus made you an impartial community, that you may serve as witnesses among the people, and the messenger serves as a witness among you. We changed the direction of your original Qiblah only to distinguish those among you who readily follow the messenger from those who would turn back on their heels. It was a difficult test, but not for those who are guided by GOD. GOD never puts your worship to waste. GOD is Compassionate towards the people, Most Merciful. We have seen you turning your face about the sky (searching for the right direction). We now assign a Qiblah that is pleasing to you. Henceforth, you shall turn your face towards the Sacred Masjid. Wherever you may be, all of you shall turn your faces towards it. Those who received the previous scripture know that this is the truth from their Lord. GOD is never unaware of anything they do. (2:142-144)
Or consider the rule regarding the permissibility of intercourse with spouses during the nights of fasting was modified from previously being prohibited to being permissible.
O you who believe, fasting is decreed for you, as it was decreed for those before you, that you may attain salvation… Permitted for you is sexual intercourse with your wives during the nights of fasting. They are the keepers of your secrets, and you are the keepers of their secrets. GOD knew that you used to betray your souls, and He has redeemed you, and has pardoned you. Henceforth, you may have intercourse with them, seeking what GOD has permitted for you. You may eat and drink until the white thread of light becomes distinguishable from the dark thread of night at dawn. Then, you shall fast until sunset. Sexual intercourse is prohibited if you decide to retreat to the masjid (during the last ten days of Ramadan). These are GOD’s laws; you shall not transgress them. GOD thus clarifies His revelations for the people, that they may attain salvation. (2:183 & 187)
Notice what these verses do. They tell you, on the Quran’s own authority, that certain divine laws can be aimed at one people, or tied to a particular time in history, and not meant as a fixed rule for all of humanity for all times. Once you have seen the Quran draw this line itself, the only question left is how to draw it consistently.
Where goodness comes from
Before we reach for a test, we have to answer a deeper question—one much older than the Quran itself, first written down by the Greek philosopher Plato around 2,400 years ago. Put simply: is something good because God commands it, or does God command it because it is already good?
It sounds harmless. It is not. Both of the easy answers lead somewhere you do not want to go.
Suppose “good” just means “whatever God commands.” Then goodness is arbitrary. Had God commanded cruelty and betrayal, cruelty and betrayal would be good, purely because He said so. And to call God good would say nothing at all—it would only mean “God does whatever God does.” The word empties out.
So try the other answer: God commands things because they are good, measured against some standard of goodness. But now that standard sits above God, a rule He must look up to and obey. God is no longer the ultimate reality; something outranks Him. For anyone who takes God as the source of all things, that becomes a much bigger problem than even the first. Theologians argued over these two options for centuries—some holding that good simply is whatever God decrees, others that God decrees things because they are good.
There is a third answer, and it dissolves the whole dilemma. The trap is a hidden assumption buried in the question: that “goodness” and “God” are two separate things that have to be ranked one above the other. They are not. Goodness is not a rule God follows, and not a label we award Him from the outside. Goodness is what God is. God does not have goodness the way an object has a color; God is the Good—the standard itself. Justice, mercy, and truth are not measures God is held against. They are descriptions of His own nature.
This is why the Quran can say, flatly, that God does not and will not command what is evil.
The word rendered “sin” here is fahshāʾ—indecency, vileness, immorality. And if good were merely “whatever God commands,” that sentence would be impossible to utter; it would collapse into “God never commands what God commands.” The verse only carries meaning if goodness is anchored in a nature that recoils from indecency. This also parallels the statement famously attributed to Jesus, “a house divided against itself cannot stand.” The same logic runs through the Quran’s insistence that God cannot deal unjustly:
“GOD does not inflict an atom’s weight of injustice.” (4:40)
Moreover, through a striking statement that God has bound Himself to mercy from within—not because anything outside Him required it:
Say, “To whom belongs everything in the heavens and the earth?” Say, “To GOD.” He has decreed that mercy is His attribute. He will surely summon you all on the Day of Resurrection, which is inevitable. The ones who lose their souls are those who disbelieve. (6:12)
When those who believe in our revelations come to you, you shall say, “Salãmun ‘Alaykum (Peace be upon you). Your Lord has decreed that mercy is His attribute. Thus, anyone among you who commits a transgression out of ignorance, and repents thereafter and reforms, then He is Forgiving, Most Merciful.” (6:54)
The Arabic is stronger than it sounds in translation: God prescribed mercy upon Himself ( kataba ʿalā nafsihi al-raḥmah). The mercy comes from inside His own being. He is the standard, not its subject.
Now watch what this does to our two kinds of law, because it explains them at the root.
God’s nature does not change. So any law that flows from that nature—justice, honesty, the sanctity of life, mercy, the ban on oppression—cannot change either. It is fastened to something eternal. That is exactly why the moral laws are universal: they are not policies God adopted; they are reflections of who God is, and God is the same for every people in every age.
But not every law flows from God’s nature. Some are wise arrangements fitted to a particular people and moment—the distribution of inheritance, the guidelines for fasting, the rules for specific communities. These do not express God’s eternal character; they express His wisdom applied to circumstances. And because they were never demanded by His unchanging nature in the first place, God can set one arrangement for one community and a different one for another with no contradiction at all. He is not revising His mind about right and wrong. He is fitting a temporary form to a temporary need, while the goodness behind it holds steady.
So the two-tier structure is not an accident of the text. It is exactly what you would expect if goodness is God’s own unchanging nature. The moral core is universal because it rests on what God is. The particular laws can vary because they rest on what God wills for a given people at a given time. One is bedrock; the other is architecture raised on it. You can remodel the architecture without ever disturbing the bedrock.
The one question that decides it
Strip away the vocabulary and every hard case comes down to a single question:
Does this law rest on something true of every human being (or on God Himself)—or does it rest on a specific people, place, or time?
If the command is grounded in human nature or justice, it is universal. Justice does not expire. Honesty does not belong to one nation. The wrongness of murder is not a local custom. These are true of the human being as such, so the laws built on them reach everyone.
O you who believe, you shall be absolutely equitable, and observe GOD, when you serve as witnesses, even against yourselves, or your parents, or your relatives. Whether the accused is rich or poor, GOD takes care of both. Therefore, do not be biased by your personal wishes. If you deviate or disregard (this commandment), then GOD is fully Cognizant of everything you do. (4:135)
A command to be fair even against your own interest is grounded in the nature of fairness itself. There is nothing in it that belongs to seventh-century Arabia. It is universal. Similar to the command to be fair even against those you may have had past conflict with. These are not unique to one time or one people, but for all people and all times.
O you who believe, you shall be absolutely equitable, and observe GOD, when you serve as witnesses. Do not be provoked by your conflicts with some people into committing injustice. You shall be absolutely equitable, for it is more righteous. You shall observe GOD. GOD is fully Cognizant of everything you do. (5:8)
But if the command only makes sense because of a particular arrangement—a specific place you must face, a specific institution that must exist, a specific person who must be alive—then it is particular. A law that can be changed by God without touching the underlying truth is, by definition, a branch and not the trunk.
The plainest test: could someone in Noah’s time keep it?
If the “grounding” question feels abstract, here is a simpler way to think about it. Ask yourself:
Could a sincere believer in the time of Noah have upheld this command, with nothing but a working conscience and the world in front of them?
Be just—yes. Do not murder—yes. Honor your parents—yes. Give honest weight when you trade—yes. None of these needs a temple, a calendar, a scripture, or a particular city. They travel to any time and place, which is exactly why they are universal.
Now try it on the others. Face the Sacred Masjid to pray—no; that place had not been designated yet. Fast in the month of Ramadan—no; that month had not been named. Do not raise your voice above the Prophet Muhammad—no; he had not been born. When a command needs a specific place, a fixed calendar, a standing institution, or a particular person before it can even be obeyed, that dependence is the tell. The law is particular.
The Noah test is not a gimmick. It is simply the grounding question made concrete: if a command needs a specific piece of history to exist before anyone can follow it, then it is anchored to that history rather than to the human being.
Consider one of the most explicit verses regarding what is universally prohibited:
6:151 Say, “Come let me tell you what your Lord has really prohibited for you:
You shall not set up idols besides Him.
You shall honor your parents.
You shall not kill your children from fear of poverty—we provide for you and for them.
You shall not commit gross sins, obvious or hidden.
You shall not kill—GOD has made life sacred—except in the course of justice.
These are His commandments to you, that you may understand.
You shall not touch the orphans’ money except in the most righteous manner, until they reach maturity.
You shall give full weight and a full measure when you trade, equitably.
We do not burden any soul beyond its means.
You shall be absolutely just when you bear witness, even against your relatives.
You shall fulfill your covenant with GOD.
These are His commandments to you, that you may take heed. This is My path—a straight one. You shall follow it, and do not follow any other paths, lest they divert you from His path. These are His commandments to you, that you may be saved. (6:151-153)
Every single one of these laws mentioned are to be universally applied to all people and for all times. These are universal truths that are to be upheld from the time of Noah as well as today.
The trunk and the branches
Once you have the distinction, a pattern jumps out of the text: many of the Quran’s laws come in two pieces—a universal principle and a particular form of carrying it out. The principle is the trunk; the form is one community’s way of living it.
Prayer is the clearest example. The call to commemorate God in worship runs through every prophet and is enjoined on all believers—that is the trunk, and it is universal. But the specific form of the Contact Prayer (Salat), the direction you face, the way the words are recited, the gathering for a weekly congregation on Friday—those are the branches, the particular form, and the Quran shows them being set and even changed.
Do you not realize that everyone in the heavens and the earth glorifies GOD, even the birds as they fly in a column? Each knows its prayer ( ṣalātahu) and its glorification. GOD is fully aware of everything they do. (24:41)
Charity works the same way. The duty to give from what you have is universal, stated again and again as a mark of the righteous. But the specific categories of collection and distribution belong to the ordering of a community.
Communities can have different rites and laws yet share a core foundational din that unites them all irrespective of the name of their faith.
22:40 They were evicted from their homes unjustly, for no reason other than saying, “Our Lord is GOD.” If it were not for GOD’s supporting of some people against others, monasteries, churches, synagogues, and masjids—where the name of GOD is commemorated frequently—would have been destroyed. Absolutely, GOD supports those who support Him. GOD is Powerful, Almighty.
A particular law still teaches you something
Here is a point people rush past, and it matters: calling a law “particular” does not make it useless today. A branch still grows from the trunk. You can almost always read the universal principle out of a particular command, even when the command itself was not addressed to you.
The change of prayer direction was a particular ruling—but it carries the timeless lesson that messengers of God are to be obeyed and that righteousness lives in the heart’s orientation, not in a compass point (2:177). The etiquette for visiting the prophet’s home was bound to one household, but it teaches the universal courtesy of respecting people’s privacy and not overstaying your welcome, as well as historical understanding for how the people were commanded to interact with the prophet.
“When you finish eating, you shall leave; do not engage him in lengthy conversations…” (33:53)
You are not bound by the specific rule—it was about entering his house—yet the principle behind it is good manners for anyone, anywhere. So the two-layer reading does not discard part of the Quran. It tells you which commands to obey as written, and which to mine for the principle inside.
The hardest case: laws tied to the Prophet himself
The sharpest test of this whole method is a pair of verses that sit almost side by side. Watch how the same tool sorts them differently.
“O you who believe, do not place your opinion above that of GOD and His messenger.” (49:1)
“O you who believe, do not raise your voices above the voice of the prophet…” (49:2)
At a glance they look like twins. But ask the grounding question. What does 49:1 rest on? It rests on the message—do not put your own opinion above God’s guidance. That guidance is still here; you can still, today, be tempted to place your judgment above the revelation. Its ground is permanent, so the command is universal and still binding.
Now 49:2. What does it rest on? A living voice in the room that you might raise yours above. Remove the prophet, and there is nothing left for the command to attach to. Its ground was a particular person at a particular time, so it is particular—and with him gone, it simply has no one to apply to. So even though there are still lessons to learn today from this verse, it has become impossible to put it into direct action.
This raises the obvious question: once the messenger has died, which of his commands still stand? The Quran answers it directly. First, it tells you where the authority always lay:
“Muhammad was no more than a messenger like the messengers before him. Should he die or get killed, would you turn back on your heels?” (3:144)
The object of obedience was never the mortal man; it was God who sent him and the message he delivered. God does not die, and the message does not die—so everything anchored to them persists. What was anchored to the living person—the etiquette of his house, the protocol for conferring with him, the tone of your voice in his presence—was leased to his lifetime and lapses with it.
The book gives you the key to its own laws
The Quran calls itself the furqān—the criterion, the thing that separates truth from falsehood. It would be strange for a book named “the criterion” to leave its reader with no criterion for reading its own commands. It does not. It tells you outright that it gave different laws to different communities. It hands you the reason and logic to tell the universal from the particular. And it puts the responsibility in your hands to use them with care.
So the next time you encounter a command in the Quran, do not ask only what it says. Ask what it rests on. Ask whether a believer in Noah’s day could have kept it. Ask who is being addressed and why. The book was built to be read this way—and reading it this way is not a loosening of the law but a deeper honoring of it: giving each command exactly the reach its Author intended for it to have.
